What the Federal Government Didn't Do
It couldn't make courts or appoint executives. It did not, could not, enforce it's laws, collect taxes,regulate trade, or kick out british trade.

I think the Articles of Confederation did an ok job of fallowing the ideas of the decleration. It did a good job of useing "Checks and Balances"

What The Federal Government Did
The Articles of confederation allowed the Federl Government several things. It set up a congress with a one house legeslature.There was two to seven representatives from each state, but there was only one vote per state that the congress recognized. It took 9 votes to pass a law in congress, and all 13 congress votes were needed for an ammendment. The Federal Government also united all the states into the USA. It allowed the federal government to print and borrow money, declare both war and peace, create an army, manage foreighn affairs, and establish postal system.
